As the world continues to grapple with the challenges of the COVID-19 crises, economies and health systems in many countries remain under deep, unrelenting pressure and face enormous shifts in both how healthcare is sought and offered.
IPPF members have been at the forefront of this onslaught. They are must manage to safeguard their staff and clients while continuing to ensure that SRHR remains an integral part of healthcare. They have generated critical insights on the impact to the SRHR ecosystem and the continuing challenges their communities are facing. The stress COVID-19 has inflicted has highlighted disparities, amplified vulnerabilities and underscored the interconnectedness between health, development and social care.
Based on data from the two rounds of the member surveys, the engagement with IPPF offices and the Slack discussion forums, IPPF’s response framework to COVID-19 is structured around three essential, inter-connected pillars.
These are:
- ensuring safe and effective continuity of SRH programmes in country
- protect, promote and advance the rights agenda for SRH as responsible advocates
- build resilience of members to weather this and other potential crises.
In the four months the IPPF COVID -19 Taskforce has been operational, colleagues from across the Secretariat have come together with an unwavering focus to identify resources, opportunities and provide support to our members.
With assistance from across the Secretariat, IPPF has been able to make available resources of more than US$19 million to our members. This includes reallocation of committed funds ($9.5 million), donations of SRH & PPE commodities ($6.5 million) and additional funds raised ($3.5million).
As a result, IPPF has made funds available to more than 100 members to resource their COVID-19 response efforts, including emergency grants to more than 55 members.
While the situation continues to be concerning, there is hope emerging globally. Scientific understanding of transmission and management has improved vastly and that has impacted mortality.
There is promising news of a vaccine and greater willingness for governments to intervene and mitigate the economic impact. However, for our members and IPPF, there is still a long way on the road to recovery.
As we pause and reflect, it is obvious that continued efforts to deliver rights based SRH services for all populations is a key focus for 2020 and beyond. In ensuring that IPPF’s response and rebuild efforts are relevant to our communities it is important to be evidence driven, flexible to the rapidly changing needs and forward thinking to reduce disparities and build resilience.
Following the initial response, the COVID-19 Taskforce will focus on the following emerging areas as part of its work.
- Positive change for SRHR to be permanent: The pandemic has demonstrated that rapid change is possible – be it in new guidelines, ways of working, healthcare delivery models. It is important for IPPF and its members to utilize this opportunity to ensure that positive changes for SRHR – those that remove non-scientific, administrative, value-based barriers to SRH information, care and services are minimized and work towards making these changes the norm.
- Behaviours and demand around SRH are shifting: A combination of the restrictions for physical movement, economic impact on individuals, fear and stigma of visiting health facilities and the attack on rights have all contributed to changes in behaviour and their expression, Across all levels – individual, family, and community, we are noticing shifts in health related behaviours. We do not yet know fully how this has affected behaviours around relationship initiation, sexual behaviours and family formation and therefore demand for SRH services. We should continue to engage and use evidence to inform our actions to ensure that they preserve rights and are responsive to our community needs.
- Innovation and adaptability is a cornerstone of resilience: The response of our members to their communities during this hour of need has been impressive. Innovative approaches such as mHealth, telemedicine and use of existing digital platforms to deliver CSE and SRH services have spearheaded IPPFs C-19 response to ensure choice and access remains a reality for individuals. The Taskforce, with support from the Secretariat, will continue to focus on fostering the growth of innovative approaches and support members to embed these innovations into their mainstream operational plans.
As a recent popular quote says – “We may not all be in the same boat, but we are all in the same storm”
IPPF will continue its revitalised COVID-19 response, focussing on decentralized action that is globally aligned to the mission of advancing SRHR. Across all levels, we seek your continued support, wisdom and collaboration to utilize this disruption to advocate and focus on rebuilding just, resilient, inter connected systems that enable, sustain and provide equitable access to quality sexual and reproductive health care and rights.
The IPPF COVID-19 Taskforce is setting a new benchmark of collective decision making and actions to contribute to the vision of a Unified Secretariat. Its Microsite and Slack channel have been invaluable to share news throughout the Federation.
Please do continue to engage with each other and the Taskforce through them. In particular, the #innovation and #services Slack channels are a great place to share members experience and enable peer support where other members would like to replicate DHIs.
